He attended New Castle High School, where he likely forged lifelong memories and friendships. As a young man, he embarked on a lifelong journey in the rail industry, starting his career with the P&LE and later CSX Railroads in his late teens.
Joseph showed his bravery by serving in the United States Air Force Medical Corps from 1954 to 1958 during the Korean War. Upon returning home, Joseph’s heart found its match when he met Polly A. Pratt on the dance floor. The couple danced their way into eternity, marrying on October 3, 1959, at the BVM Catholic Church in Ellwood City.
Dedicated Family Man and Passionate Hobbyist
Joseph devoted an impressive 45 years to the railroad, retiring from the P&LE Railroad in 1993. Retirement didn’t slow him down; instead, it opened doors to many cherished hobbies. From hunting to bowling, golfing, gardening, and enjoying quality time with family, Joseph truly lived life to the fullest. He had a knack for tinkering as well, often found building and fixing things in his beloved barn.
Those who knew him will fondly remember his affection for animals, especially his three cats—Buster, Angelo, and his grand-kitties, Peep and Izzy. His heart of gold shone through in his kindness towards children, where his role as Santa Claus helped create cherished holiday memories for many.

Joseph’s roots in the community ran deep. He was a familiar face, often enjoying morning coffee gatherings with friends at McDonald’s. Holidays were made brighter thanks to his famous birthday cakes, which were awaited eagerly by family each year. He and Polly famously danced to 1950s music at their 50th-anniversary celebration, showing that love only grows stronger with time.
Alongside his joyful pastimes like watching Westerns, especially John Wayne films, and cheering for the Pittsburgh Steelers, he made memories on annual golf trips to Myrtle Beach with his brothers-in-law in the humorously named “Bad Golfer’s Association.”
A Lasting Legacy
Joseph was active in several community organizations, including First Assembly of God in New Castle, Victory Christian Center in Lowellville, Ohio, and the Sons of Italy in Ellwood City. He leaves behind his loving wife, Polly, his daughter Jodi Frank, and a host of family members—including a sister, several sisters-in-law, brothers-in-law, nieces, and nephews.
Preceded in death by his parents, three brothers, two sisters, and a brother-in-law, Joseph’s memory will remain alive in the hearts of many who were touched by his integrity, resilience, kindness, and unwavering love for his family.

No funeral visitation is scheduled; instead, a private celebration of life will be held at a later date. Arrangements have been entrusted to the Ed & Don DeCarbo Funeral Home & Crematory.
