CONWAY, S.C. — Horry County Administrator Barry Spivey will step down at the end of December, closing out a county career of more than 15 years, officials at the county government center in Conway confirmed this week.
County Council received his letter Tuesday, and the county said he is leaving for personal reasons. He has led county government since January 2025, when he was promoted into the administrator post after serving as assistant administrator.
The administrator runs the day-to-day operation of Horry County Government, which has more than 3,000 employees. No interim leader has been named, and the county has not said how it will pick a successor.
Spivey joined the county as finance director in 2011 and became assistant administrator in 2019. Before that he spent more than 22 years in the private sector with the real estate firm Burroughs & Chapin. His MBA came from Coastal Carolina University.
He followed Steve Gosnell in the top job and was one of four finalists considered by the council in 2024.
