Josh Kay has been selected as Myrtle Beach’s new assistant city manager, marking his return to public service after approximately eight years in the private sector. Kay is scheduled to begin his new role on September 8.
Kay will fill the position left vacant by Brian Tucker, who departed in June to become the administrator for Lancaster County. Kay expressed honor and gratitude for the opportunity to serve Myrtle Beach, a community he noted has been significant in both his professional and personal life.
Myrtle Beach City Manager Fox Simons highlighted Kay’s extensive background as a key factor in his selection. Simons noted Kay brings over 20 years of leadership experience spanning local government, economic development, and the private sector. This combination of municipal operations understanding, relationship-building skills, and passion for community service makes him a valuable addition to the city’s leadership team, according to Simons.
Kay’s career in public service began with the City of Clinton, where he held roles including assistant to the city manager, assistant city manager, and city manager. He later served as city manager in Washington, North Carolina, before returning to South Carolina. His experience also includes working as the economic development director for Santee Cooper and serving as president and CEO of the Myrtle Beach Regional Economic Development Corporation. In that role, he was instrumental in attracting millions of dollars in private investment and creating hundreds of new jobs in Horry County.
More recently, Kay founded his own consulting firm, Kay Solutions Group, LLC, focusing on long-term economic goals with elected officials and business leaders. He currently serves as vice president and Myrtle Beach director for Mashburn Construction, overseeing regional operations and business development.
As assistant city manager, Kay will help oversee city operations, support department leadership, and manage strategic economic development efforts. He stated his initial focus will be on collaborating with City Council members, city leadership, and residents to continue building upon the city’s current momentum and help shape its future.
